Francisco Javier “Harvey” Oaxaca is a familiar face in McKinney ISD, having spent the past 23 years of his 40 years in education serving as a campus and Central Office administrator for the district.

Throughout his career, Oaxaca has remained passionate about serving the community and has served on a variety of boards and commissions.

He is a 2013 graduate of Leadership McKinney, and he recently completed his term of service on the McKinney Police Department Chief’s Citizens Advisory Committee, as well as his term as the President of the North Texas Job Corps Citizens Liaison Committee.

He continues to serve as a Medical City of McKinney Hospital Board member and as president of the board for Baptist Immigration Services. In 2024, he was honored by Volunteer McKinney with the "25 Years of Service Award," a special one-time award given in conjunction with Volunteer McKinney's 25th year anniversary.

Harvey firmly believes that the time he has invested through volunteering and involvement in city organizations help him be more visible and available to the citizens of MISD and help him be a stronger advocate for MISD students.

He also believes that education is the key to better opportunities for ALL, especially in a diverse community such as McKinney. He brings his experience and heart for serving others to the MISD Board of Trustees.

“It is an honor and a special privilege to represent the students, staff and community on the MISD Board,” said Oaxaca. “Their faith, trust and support gave me this historic opportunity, and that support motivates me to work hard every day for the stakeholders of the district. I will not betray this trust. I feel strongly that my educational administration experience will help me bring a unique insight and input to the board that will help all seven of us work collaboratively to focus on what is best for our students—today, tomorrow and in the future!”

Harvey has served as a member of the Texas Association of School Board's (TASB) Legislative Advisory Council (LAC) since 2022. The LAC helps create TASB's legislative agenda during legislative sessions. Recently Harvey was selected as a member of the 2025 Leadership TASB program. These events provide Harvey with the opportunity to learn more about being the best Board member he can be and will help him be a much better positive advocate for MISD students.

Harvey and his wife Rebecca—a retired MISD Counselor of 30 years—have been married for 35 years. They have two adult children: Harvey Jr. (46), is the Executive Superintendent for the San Juan School District in Sacramento, California. and Richard (42) is a Professor of Dance at his Alma Mater, Case Western Reserve University in Cleveland, Ohio.

Originally from El Paso, Texas, Harvey is the 9th of 14 children who were all successful products of the public education system in Ysleta ISD.

A former athletic coach, Harvey holds a bachelor's degree in education from McMurry University in Abilene and a master's degree in educational administration from East Texas State University (now known as East Texas A&M).
